In speech, Romney to promise revitalized economy

(AP) ? Mitt Romney is trying to close the deal with voters by promising to revitalize the economy, an area where polling shows the Republican presidential nominee has an edge heading into the final days of the campaign.

As President Barack Obama takes a break from the campaign trail, Romney was promoting an economic address in swing state Iowa to help win the dwindling number of voters yet to make up their minds. While the speech was not expected to break new ground, Romney's campaign said he would use it to help crystalize the differences between his and Obama's economic approaches.

"If Paul Ryan and I are elected as your president and vice president, we will endeavor with all our hearts and energy to restore America," Romney said in prepared excerpts his campaign released hours before he was scheduled to deliver the speech. "Instead of more spending, more borrowing from China and higher taxes from Washington, we'll renew our faith in the power of free people pursuing their dreams."

Romney argues in the speech that Obama has no proposals that can meet "the challenges of the times." He dismisses the president's signature legislative achievement as "his vaunted Obamacare" and says he would instead focus on saving Medicare and Social Security. He repeats many of his standard campaign themes: that Obama is focusing on small issues like "characters on Sesame Street and silly word games" and that Romney will improve kitchen-table concerns like health care, job creation and school choice. His signature refrain is that America can't afford another four years like the last four years.

The speech comes the same day the government reported a slight pickup in economic growth in the final such report before the Nov. 6 election.

The pickup to 2 percent from July to September from the 1.3 percent in the second quarter may help Obama's message that the economy is improving. Still, growth remains too weak to rapidly boost hiring. And the 1.74 percent rate for 2012 trails last year's 1.8 percent growth. Romney called the news "discouraging."

"Slow economic growth means slow job growth and declining take-home pay," Romney said in a statement. "This is what four years of President Obama's policies have produced."

The White House had a more positive take on the news in a blog post by Alan Krueger, chairman of the Council of Economic Advisers. "While we have more work to do, together with other economic indicators, this report provides further evidence that the economy is moving in the right direction," he wrote.

An Associated Press-GfK poll out this week shows Romney overtaking Obama as the candidate that likely voters trust more to handle the economy. The poll found 51 percent of those voters surveyed Oct. 19-23 picking Romney, compared to 44 percent for Obama. The two candidates were tied among likely voters on that issue in the previous poll in mid-September.

Still, the two are locked in a dead heat in the nationwide poll. Other surveys show a tight race in the swing states that will decide the election, with the winning candidate needing 270 Electoral College votes.

Obama was pushing back on Romney's criticism on another front ? relations with Israel, which could have an impact particularly with Jewish voters in swing state Florida. The Republican has repeatedly criticized Obama for not traveling to Israel as president. Obama visited as a candidate in 2008.

A new ad shows images of Obama's trip and video of his pledge during his final debate with Romney that Iran will not get a nuclear weapon while he's president and that "our bond with Israel will be unbreakable."

Romney spokeswoman Amanda Henneberg responded that Obama's Middle East policy "has been a failure."

"As president, Mitt Romney's first overseas trip will be to Jerusalem, and under a Romney Administration, the world will never question America's solidarity with Israel," she said in a statement.

The AP-GfK poll shows Romney has made particular gains among women after making the case that he's more qualified to make sure their families and the country are on a solid financial footing. A month ago, women favored Obama over Romney on the economy 56 percent to 40 percent. Now, the split has shifted to 49 percent for Romney and 45 percent for Obama.

Obama has tried this week to win over women on a social concern, abortion. On Thursday, the president made repeated, though indirect, references to Indiana Republican Richard Mourdock's comment that any pregnancy resulting from rape is "something God intended."

"We've seen again this week, I don't think any male politicians should be making health care decisions for women," Obama told a crowd in Richmond, Va. The president's aides pressed further, using a Web video to highlight Romney's endorsement of Mourdock and to accuse the GOP nominee of kowtowing to his party's extreme elements.

Romney, who appears in a television advertisement declaring his support for Mourdock, has ignored repeated questions on the matter.

Romney also has ignored the criticism and is instead accusing Obama of playing partisan politics in an "incredibly shrinking campaign."

"This campaign is growing. The momentum is building. We're taking back America," Romney told 12,000 supporters in Ohio late Thursday, the same night that media trackers confirmed his campaign was expanding its TV advertising into Minnesota.

The investment is described as a small buy that Democrats suggest is simply intended to generate media coverage and force Obama's campaign to invest there as well. President Richard Nixon was the last Republican to carry the state, in 1972.

Romney's running mate Paul Ryan also was spending time in states not expected to affect the race's outcome, with fundraisers in South Carolina and Alabama. Ryan was scheduled to join Romney for a rally Friday evening in North Canton, Ohio, before the vice presidential candidate embarks on a two-day, 400-mile bus tour of the state.

Vice President Joe Biden, campaigning Friday in Wisconsin, said Romney "meant what he said" when he was caught on tape saying that 47 percent of the nation considers themselves victims.

"Romney talks about victims. I don't know where the hell he lives," Biden told about 1,000 people at the University of Wisconsin-Oshkosh. "I don't recognize the country he's talking about." The Obama campaign has a radio ad playing heavily in Wisconsin keying off of Romney's 47 percent line and using it to question the Republican's priorities.

Obama arrived back in Washington late Thursday following a 40-hour battleground state blitz of eight states. He was taking a brief break from the campaign trail Friday and spending much of the day at the White House, with a trip to Democratic Party headquarters to film a live appearance on MTV. Turning out young voters who tend to vote Democratic is a key strategy for the Obama campaign.

The president also planned Oval Office interviews Friday with American Urban Radio Networks, which has a largely black audience, and Michael Smerconish, the conservative-leaning radio host who backed him in the 2008 election.

Obama also planned to talk to local television stations in swing states. And the campaign announced Friday that the president will travel next week to Colorado, Wisconsin and Ohio for a series of campaign rallies and events.

With her forthcoming opening in the former Papa?s Pub in White Center (here?s our original report from 6 weeks ago), owner and chef Miranda Krone continues the evolution of what has become a favorite diner of people on our fair peninsula and beyond: Meander?s ? with breakfast served all the time except weekend nights, when it turns into a gourmet bistro.

With evolution comes change, and the first change you?ll notice is all the space:

There?s so much room that there will be a counter, a front room, a back room, and the seating capacity will be twice what?s currently available at the California Avenue location.

Miranda will have a pool table, books, and a jukebox for the back area, and is expanding her crew from five to seven.

What will feel very different is having the kitchen closed off from the dining area; this means less sass from the chef spicing up your meal.

However, you will immediately recognize the personal touches that give Meander?s its special feel: Vintage aprons, knick-knacks, art. These will be joined by antiques and other ephemera that Miranda has gathered over the years, to be displayed on the shelves behind the counter. Red velvet seating from Miranda?s home will welcome visitors when they walk in, ?I want it to feel like you?re walking into someone?s living room.? Payment is of course still ?cash only,? but ?with a cash machine located inside the diner!

A familiar face is joining the Meander?s crew: Matthew Darling, long-time West Seattleite and veteran of the WS restaurant industry, will be the ?front-of-the-house? manager, taking care of all service issues outside the kitchen.

Miranda says that Matthew and business partner Ed Kenoyer are a ?huge gift ? I couldn?t run this without them.?

Adds Matthew: ?The saying in West Seattle is that people now have to open new restaurants for me to work at, but it?s my favorite thing to be part of an opening and see the fun and excitement from the community and the owner ? it?s precious and exciting to me.?

The White Center business community is welcoming Meander?s with open arms, offering advice and assistance, and Miranda is hoping to join forces with the Rat City Business Association (WSB sponsor).

For the next two weekends, Friday through Sunday, Meander?s will host a soft opening with short days to get the ball rolling. Hours will be 8 am-1 pm Friday and Saturday, and 9 am-1 pm Sunday.

This weekend, as a special welcome, Miranda will be offering complimentary Caffe Vita coffee and mini versions of the beignets that are soon to be a regular menu item. Said Miranda excitedly: ?There?s a fryer!?

The California Avenue location will remain open regular hours as the transition is made over the next couple of weeks. Miranda notes this means her staff will be ?completely maxed out.? If the transition goes well, the White Center location should be open regular hours by mid-November. Late-night dining will remain at the California Avenue location for as long as possible, with White Center late night hours to be determined.

With all the new space, Miranda is looking forward to opportunities such as adding a stage for live music, burlesque and dinner theater. ?And,? she adds, ?we will start taking reservations for holiday parties!? Unless you were having a very small party, this would have been unthinkable at the California Avenue location. There was even mention of Matthew Darling hosting some karaoke.

Asked whether this expansion was part of her original vision, Miranda answers: ?I always thought I?d have a little coffee counter, but now I have all this room for all these wonderful people, so why not??

Sitting down quietly and watching the food grow, taking part in tending it, makes my heart feel better. I love cooking so much, and I love cooking under pressure. Turning a mad rush into off the cuff choreography that still has time for dips and twirls makes me grin ear to ear. But I also love the long, patient tending of the garden that takes months or years to come to fruition. There needs to be a balance, and a relationship between one and the other.

I will be dividing my personal residence between Arbor Heights & Whidbey Island for the time being. Over the winter months, I?ll be concentrating my focus on the new restaurant space in White Center. As we get settled in and spring approaches, I?ll begin to spend more time focusing on getting the farm set up to host guests.

And the terms of the lease? Include an agreement that I will use only sustainable growing methods, and agree not to use GMO seeds. I have the planting schedules from the past few years, and am very happy. :)

The intention behind the farm is to produce food (hopefully for the restaurant, itself) and to offer a space to connect with community on a deeply visceral level. I want to offer people the delight of taking part in creating the food they eat. I believe that many people want that connection. I myself very much do. I hope to create a space wherein creation, storytelling and shared meals are all part of the same process.

I am deeply excited about the people who have come forward with something to teach; something to share. Making beer, bread, cheese, fiber & spinning, exchanging stories with people you?ve not met before over the evening fire, or just a relaxing visit to a space where it?s ok to go sit by a tree and think about things for a while. That?s what our next step is. That?s what the farm is about.

U.S. sues Bank of America over "Hustle" mortgage fraud

NEW YORK (Reuters) - The United States filed a fraud lawsuit against Bank of America Corp, accusing it of causing taxpayers more than $1 billion of losses by selling thousands of toxic mortgage loans to Fannie Mae and Freddie Mac.

Wednesday's case, originally brought by a whistleblower, is the U.S. Department of Justice's first civil fraud lawsuit over mortgage loans sold to the big mortgage financiers, bailed out in 2008.

It also compounds the legal problems that Bank of America Chief Executive Brian Moynihan faces over the second-largest U.S. bank's disastrous July 2008 purchase of Countrywide Financial Corp, once the nation's largest mortgage lender.

According to a complaint filed in Manhattan federal court, Countrywide in 2007 invented and Bank of America continued a scheme known as the "Hustle" to speed up processing of residential home loans.

The program, also known as HSSL for "High Speed Swim Lane," operated under the motto "Loans Move Forward, Never Backward," and tried to eliminate "toll gates" designed to ensure that loans were sound and not tainted by fraud, the government said.

The program removed underwriters from all but the riskiest loans and replaced them with loan specialists, previously considered unqualified even to answer borrower questions.

This led to "defect rates" approaching 40 percent, roughly nine times the industry norm, but Countrywide concealed this from Fannie Mae and Freddie Mac, and even awarded bonuses to staff to "rebut" the problems being found, the government added.

Defaults and foreclosures soared, yet the bank has resisted buying back many of the defaulted loans from the scheme, which ran through 2009, the government added.

"The fraudulent conduct alleged in today's complaint was spectacularly brazen in scope," U.S. Attorney Preet Bharara in Manhattan said. "Countrywide and Bank of America made disastrously bad loans and stuck taxpayers with the bill."

Wednesday's lawsuit seeks civil fines, as well as triple damages under the federal False Claims Act, which the government has used several times in recent years against Wall Street.

Lawrence Grayson, a bank spokesman, said in response to the lawsuit: "Bank of America has stepped up and acted responsibly to resolve legacy mortgage matters. The claim that we have failed to repurchase loans from Fannie Mae is simply false. At some point, Bank of America can't be expected to compensate every entity that claims losses that actually were caused by the economic downturn."

In February, Bank of America agreed to a $1 billion settlement of False Claims Act allegations over home loans submitted for insurance by the Federal Housing Administration, in a case from the U.S. Attorney's office in Brooklyn, New York.

WHISTLEBLOWER

Since Moynihan's predecessor, Kenneth Lewis, paid $2.5 billion for Countrywide, the Charlotte, North Carolina-based bank has lost nearly $40 billion on mortgage litigation and investor demands to buy back soured loans, Credit Suisse said on October 5.

Some of these costs related to Merrill Lynch & Co, which Lewis bought at the beginning of 2009. Last month, Bank of America agreed to pay $2.4 billion to settle a lawsuit accusing it of misleading investors about that takeover.

According to court records, Wednesday's case was originally filed under seal in February by Edward O'Donnell, a Pennsylvania resident and former executive vice president at Countrywide Home Loans who had worked there between 2003 and 2009.

In that complaint, O'Donnell said Countrywide and later Bank of America dismissed his "numerous" objections to the Hustle, and that he became "one of the lone voices" in his division pointing to escalating loan quality issues and defaults.

O'Donnell could not immediately be reached for comment, and his lawyer did not immediately respond to requests for comment.

Bank of America shares closed down 5 cents at $9.31 on the New York Stock Exchange. They have fallen 61 percent since the Countrywide takeover closed, while the Standard & Poor's 500 has risen 10 percent.

FHFA LAWSUITS

Federal regulators seized Fannie Mae and Freddie Mac on September 7, 2008 and put them into a conservatorship.

The mortgage financiers are now overseen by the Federal Housing Finance Agency, and have repaid only about one-fourth of the more than $188 billion of taxpayer funds they have drawn down. Fannie Mae alone has drawn down more than $116 billion.

Wednesday's lawsuit was also brought under the Financial Institutions Reform, Recovery and Enforcement Act of 1989, which was enacted after that decade's savings-and-loan crisis.

It overlaps other cases that federal agencies have brought against Wall Street over the financial crisis, including the FHFA's 18 lawsuits last year over Fannie Mae and Freddie Mac.

These lawsuits covered losses on the sales of roughly $200 billion of securities, including more than $57 billion linked to Bank of America, Countrywide and Merrill.

Fannie Mae and Freddie Mac have in recent months stepped up their own efforts to force Bank of America and other lenders to buy back soured home loans.

Bharara's office has in the last 1-1/2 years brought five civil fraud lawsuits under the False Claims Act over FHA-insured loans against other lenders.

In February, Citigroup Inc settled its case for $158.3 million and Flagstar Bancorp Inc settled for $132.8 million, while Deutsche Bank AG settled in May for $202.3 million. Cases are pending against Wells Fargo & Co and Allied Home Mortgage Corp, Bharara said.

The case is U.S. ex rel. O'Donnell v. Bank of America Corp et al, U.S, District Court, Southern District of New York, No. 12-01422.

What is a Solar Garden?

What is a Solar Garden?
A solar garden (sometimes referred to as a solar farm) is a solar electric array with multiple subscribers connected to the utility grid. The subscribers may purchase a portion of the power produced by the array and receive a credit on their electric bill. Utility customers within the solar garden?s service area, including residences, businesses, local governments, non-profits, and faith-based organizations, can all subscribe to the sun.

Why is a solar garden so cool?
Unlike big power plants, a solar garden is a distributed generation project. Distributing power production provides benefits to communities beyond local, clean, and more affordable energy. It also creates jobs locally, avoids destroying delicate habitats, and bypasses the need for inefficient transmission lines, which lose power during transmission and can take many years to put in place. And it helps ensure that the benefits of renewable energy go to the people who need the power?that?s all of us.

In Colorado, solar gardens can be anywhere from 10 kilowatts, which would fit on a large roof, to 2 megawatts, requiring up to 16 acres. An average single-family home would offset 100% of its electricity usage with about 2-5 kilowatts of solar power. Under the California bill SB 843, solar gardens could be as large as 20 megawatts (160 acres), which could power over 5,000 average homes.

What are the steps to starting a solar garden?
A solar gardener organizes a solar garden, working on 3 tracks: Policy, community organizing, and project development. These usually happen concurrently.

  • Promote policies that support solar gardens: Work with your local utility to develop a solar gardens program. Find a state legislator to champion a solar gardens bill at the state level. Work with your county planning commission to develop zoning rules for solar gardens. Support policy at the federal level such as the SUN Act.
  • Organize communities: Hold/attend community meetings, recruit early adopters, partner with a local nonprofit. Neighborhood associations can help get people together and tend to know about specific churches, parking lots, etc., so they can help with asset mapping.
  • Find host sites: Properties of 1-20 acres near substations or utility distribution lines and large roofs can serve as host sites. Your local utility can let you know the cost to interconnect.
  • Find subscribers: In addition to regular subscribers, businesses, nonprofits, city governments, and other large power users who can use a significant amount of the power can be ?anchor? subscribers. In Colorado, at least 5% of subscribers to a solar garden must be low income.
  • Identify local solar companies that can bid for construction: Solar Panel Hosting carries out the bidding process.

What?s a subscriber?
A subscriber is an electric customer who owns a portion of a solar garden. The subscriber receives a credit on their electric bill for the power the panels produce.

What?s an anchor subscriber?
An anchor subscriber is a subscriber who takes a large percentage of the garden (40% in Colorado) and is willing to buy subscriptions from people who move as well as sell subscriptions to new people.

What is a subscriber organization?
A subscriber organization is defined in the Colorado Community Solar Gardens Act as a company founded for the purpose of managing a solar garden and its subscriptions. A subscriber organization can be a limited liability corporation or a cooperative. A subscriber organization must be structured carefully due to the requirements of securities law, the tax code, and financial institutions.

How do I subscribe?
Fill out our subscriber interest form at solargardens.org/register or drop us a note at subscribe@solargardens.org. Interested subscribers will not be required to make a financial commitment until program details are released and pricing is finalized. No subscriber will be charged until the system is built.

How much solar can I buy?
The minimum subscription size varies ? in Colorado?s XCEL Energy service area it is one kilowatt (about 4-5 panels). In other areas the minimum subscription can be as low as $10. The maximum subscription size is enough panels to provide all the average annual electricity consumption at the subscriber?s premises. We can work with you to determine the appropriate system size for your usage and your pocketbook.

How much will I save?
The incentives for solar programs vary from area to area, as does the amount of sunshine available. Exact prices will be available when your utility?s program rules are complete and construction bids are received.

  • With our Solar Savings Now Plan in CO: Subscribers will save up to 5-10% on their electric bill with a small down payment. This may require credit approval.
  • With our Community Power Plan in CO: A kilowatt (kW) of solar power generation will cost approximately $2,000 ? $2,500, due when the system is commissioned. In Colorado, subscribers will receive a monthly bill credit of $150-180 per year for each kilowatt purchased, which will change with electricity rates (which historically have gone up).

What if I move?
If you move within the same area (in some states, the same county, and in others within a certain number of miles), you can transfer your subscription to a new meter. You can sell your subscription at any time you choose, if you move out of the area. If you sell your home, your subscription can be sold separately or with your home, depending on your preference.

How long does a subscription last?
Subscriptions usually run for 20 years and can be sold before that term ends if the subscriber moves.

How close do I need to be to a host to subscribe?
That depends on local laws. In Colorado, a solar garden must be in the same county as the subscribers, with some exceptions. Subscribers must be in the same utility service area as the solar garden.

What?s a host?
A solar garden host provides a location to install a solar array to be connected to the utility grid. For example, a school or other public building might host the panels, or they might be hosted on a privately owned building or private land.

Who pays for the array to be built?

There are two main ways of financing a solar array ? crowd funding (the Community Power Plan) and a power purchase agreement (Solar Savings Now). With crowd funding, small investors in the community each pay for their subscription or invest in panels for mid and lower income folks to purchase over time. A larger array using a power purchase agreement from a third party financier provides a way for subscribers to save money immediately without an up-front payment.

What?s an O&M fund, and how does it work?

An Operations and Maintenance fund is set aside out of funds used initially to build the project and potentially also out of revenue produced by the solar array. This fund helps maintain the array, as well as cover any uninsured expenses, in case there?s something not covered by the insurance policy. If not needed, this fund can be used eventually to purchase the array for the subscriber organization.

What kind of panels are used for a solar garden? Are they American-made?

Any kind of panels can be used in a solar garden, including American-made and some foreign-made. Most commonly, silicon electric solar panels are used, though other technologies are a possibility. Most jobs in solar are in the area of installation rather than in manufacturing, and the Solar Gardens Institute supports using local labor to support the local economy.

What options do both subscribers and hosts have at the end of a lease?
A variety of models exist with terms of different lengths. SAN FRANCISCO ? Sequenta, Inc. today announced it has received Clinical Laboratory Improvement Amendments (CLIA) certification for a clinical test based on the LymphoSIGHTTM platform, marking a critical milestone for the clinical use of this next generation sequencing method for the monitoring of blood cancers. Sequenta expects to launch its first commercial test in 2013.

Several recent studies demonstrate the LymphoSIGHTTM method is a significantly more sensitive tool than standard minimal residual disease (MRD) assays. Sequenta is initially focusing on the use of the LymphoSIGHTTM platform in acute lymphoblastic leukemia, mantle cell lymphoma and chronic lymphocytic leukemia and plans to expand to additional blood cancers.

?Full clonality analysis of immune cell repertoires will have applications in the diagnosis and management of many blood cancers,? said Sequenta CEO Tom Willis. ?With CLIA certification, we are now able to use the LymphoSIGHTTM method and make these clinical tests available to the physician community.?

The LymphoSIGHTTM method utilizes a proprietary assay for the amplification and sequencing of immunoglobulin and T cell receptors, enabling ultra sensitive detection and monitoring of T and B cells. The platform leverages the power of next generation sequencing to detect individual B cells at levels as low as one cell per million white blood cells using a universal reagent set and routinely available blood samples. Previous results using the LymphoSIGHTTM platform have shown significantly improved sensitivity to detect residual disease compared to flow cytometry, with greatly improved workflows over current real time polymerase chain reaction assays (PCR).

In a recent study published in the journal BLOOD, the LymphoSIGHTTM method confirmed the presence of MRD in samples considered positive by flow cytometry and allele specific oligonucleotide PCR (ASO-PCR) and also revealed MRD in ten samples that were negative by flow cytometry (ten percent of the total) and three samples that were negative by ASO-PCR.

In a separate study also published in BLOOD, researchers used the LymphoSIGHTTM method to comprehensively analyze hundreds of thousands of cancer cells, describing for the first time ongoing and extensive clonal evolution at the IgH locus. Many of the undetected clones were present at concentrations below the level of detection of standard diagnostic methods.

Sequenta?s first commercial test, ClonoSIGHTTM, will enable physicians to utilize this same technology as a clinical decision-making tool in their own practices and will be available for purchase in 2013.

CLIA are U.S. federal regulatory standards that apply to all clinical laboratory testing performed on humans in the United States, except clinical trials and basic research.

SACRAMENTO (CBS / AP) ? A tornado has touched down north of the state capital, but only minor damage has been reported.

The National Weather Service in Sacramento says it had no reports of injuries from the tornado, which hit about 3:15 p.m. Monday near Yuba City, about 40 miles north of Sacramento.

Meteorologist Eric Kurth said there were several other reports of funnel clouds north of Sacramento but no reports of them touching down.

He said the Yuba City tornado moved a small outbuilding about 200 feet and caused damage to the Mallard Lake Golf Center.

He said there also have been reports of downed trees and power lines as the first storm of the season moved through Northern California.

Kurth said the reports were confirmed by Sutter County sheriff?s deputies and firefighters.

(AP) ? Robert Griffin III says he doesn't hold himself to a "rookie type of mindset."

The Washington Redskins quarterback told The Associated Press on Tuesday that it's not in his plans to take his time to help make the team into a winner.

Griffin says there "are guys on this team that don't have three, four years to wait for me to develop, and continue to use the excuse that I'm a young quarterback."

The rookie is living up to his word. He leads the NFL in completion percentage and has rushed for 468 yards seven games into his pro career.

Griffin took a break from football Tuesday to indulge in two of his passions. He's pushing the Rock the Vote campaign in connection with the Assassin's Creed III video game.

Neuroscientists propose revolutionary DNA-based approach to map wiring of whole brain

ScienceDaily (Oct. 23, 2012) ? A team of neuroscientists has proposed a new and potentially revolutionary way of obtaining a neuronal connectivity map (the "connectome") of the whole brain of the mouse. The details are set forth in an essay published October 23 in the open-access journal PLOS Biology.

The team, led by Professor Anthony Zador, Ph.D., of Cold Spring Harbor Laboratory, aims to provide a comprehensive account of neural connectivity. At present the only method for obtaining this information with high precision relies on examining individual cell-to-cell contacts (synapses) in electron microscopes. But such methods are slow, expensive and labor-intensive.

Zador and colleagues instead propose to exploit high-throughput DNA sequencing to probe the connectivity of neural circuits at the resolution of single neurons.

"Our method renders the connectivity problem in a format in which the data are readable by currently available high-throughput genome sequencing machines," says Zador. "We propose to do this via a process we're now developing, called BOINC: the barcoding of individual neuronal connections."

The proposal comes at a time when a number of scientific teams in the U.S. are progressing in their efforts to map connections in the mammalian brain. These efforts use injections of tracer dyes or viruses to map neuronal connectivity at a "mesoscopic" scale -- a mid-range resolution that makes it possible to follow neural fibers between brain regions. Other groups are scaling up approaches based on electron microscopy.

Zador's team wants to trace connectivity "beyond the mesoscopic," at the level of synaptic contacts between pairs of individual neurons, throughout the brain. The BOINC barcoding technique, now undergoing proof-of-concept testing, will be able, says Zador, "to provide immediate insight into the computations that a circuit performs." In practice, he adds, most neural computations are not currently understood at this level of precision, partly because detailed circuit information is not available for mammals. The BOINC method promises to be much faster and cheaper than approaches based on electron microscopy, Zador says.

The BOINC method consists of three steps. First, each neuron is labeled with a specific DNA barcode. A barcode consisting of just 20 random DNA "letters" can uniquely label a trillion neurons -- many more than exist in the mouse brain.

The second step looks at neurons that are synaptically connected, and associates their respective barcodes with one other. One way to do this is by exploiting a virus such as the pseudorabies virus, which can move genetic material across synapses.

"To share barcodes across synapses, the virus must be engineered to carry the barcode within its own genetic sequence," explains Zador. "After the virus spreads across synapses, each neuron effectively ends up as a bag of barcodes, comprising its own code and those from synaptically coupled partners."

The third step involves joining barcodes from synaptically connected neurons to make single pieces of DNA, which can then be read via existing high-throughput DNA sequencing methods. These double-barcode sequences can then be analyzed computationally to reveal the synaptic wiring diagram of the brain.

Taken together, says Zador, if BOINC succeeds in its current proof-of-concept tests, it will offer a dramatically inexpensive and rapid means of assembling a connectome, even of the complex brains of mammals.

Obama holds lead over Romney among women voters

According to the latest poll numbers, the gender gap is on track to hit historic highs in the upcoming presidential election. The split isn't terribly surprising. President Obama, as expected, is holding his own among women voters, and Romney is the favorite among men. But the split is big, perhaps bigger than ever. "If only women voted,?President Obama?would be on track for a landslide re-election, equaling or exceeding his margin of victory over Senator John McCain in 2008," New York Times polling wizard Nate Silver explains. "If only men voted, Mr. Obama would be biding his time until a crushing defeat at the hands of?Mitt Romney, who might win by a margin similar to the one Ronald Reagan realized over Jimmy Carter in 1980."

It gets more interesting when you did down into the numbers. One poll put the gender gap at a staggering 33 points, whereas the average of those reviewed by Silver put it at a still significant 19 points. If there race were actually gender-specific, the margin of victory for either candidate would also be big: at least nine points. This is almost in line with the split during the Bush-Gore race of 2000, which at 20 points had the biggest gender gap on record since 1972 when exit polls were first conducted. Obama won the election in 2008 beating McCain by 13 points among female voters.

Both candidates are obviously hyperaware of this giant gap, especially Romney who's been fighting hard to win more women voters. Ahead of last week's debate, some said that the night could be Romney's chance to reverse course and start gaining favor among women voters again. Anyone who watched the debate knows that didn't happen, in part due to that thing Romney said about "binders full of women." However, as The Washington Post's Chris Cillizza pointed out in the aftermath of the debate, Romney is still more popular among women than both McCain was in 2008, Bush in 2000 and Bob Dole in 1992.

It gets a little more complicated when you try to pick the issue that's causing the divide, but Silver says all signs point to women's health. It's been a particularly active issue lately, as states enacted 92 new laws restricting abortion in 2011?and Republican-after-Republican has trampled on the issue for the entire election cycle. Obama's done nothing but some out strongly, in favor of a woman's right to choose. "There are millions of women all across the country who rely on Planned Parenthood for not just contraceptive care," he said at the Hofstra debate last week. "They rely on it for mammograms, for cervical-cancer screenings. That's a pocketbook issue for women and families all across the country."

There may be nothing for poor Mitt Romney to do. On one hand, women have always loved Obama. On the other hand, according to a focus group full of women after the last debate, women find Romney to be kind of "douchey." Nevermind what people are saying about Paul Ryan.

Northbrook union trustees to fix bad loans worth $1.7 million ...

Following an investigation by the U.S. Department of Labor?s Em??ployee Ben???efits Security Administration (EBSA), trustees for the United Em??ployee Benefit Fund (UEBF) in North??brook have agreed to correct $1.7 million in improper loans made from the union retirement fund.

EBSA investigators discovered 194 improper loans were made over the course of three years from January 2007 to December 2009. They allege the fund?s trustees made loans without collateral and never attempted to collect the loans when they became delinquent. Additionally, they failed to report the delinquent balances as taxable income.

Under the settlement, employees who took loans must either repay them or report them as income. All future loans will be made on an emergency basis only, and plan participant must be able to document the emergency.

The UEBF was established by the Professional Workers Master Contract Group and the National Production Workers Union Local 707.

However, ?the secret crisis still simmered? through November, writes Svetlana Savranskaya in Foreign Policy?. Unknown to American intelligence, the Soviets had also delivered almost 100 tactical weapons including 80 nuclear front cruise missiles, 12 nuclear warheads for dual-use Luna short-range rockets, and 6 nuclear bombs for IL-28 bombers.

Savranskaya includes a transcript from the Nov. 22, 1962, meeting between Mr. Castro and Mr. Mikoyan in which Castro expresses his humiliation: ? ?What do you think we are? A zero on the left, a dirty rag. We tried to help the Soviet Union to get out of a difficult situation.?

?In desperation, Castro almost begged Mikoyan to leave the tactical warheads in Cuba, especially because the Americans were not aware of them...,? Savranskaya writes. ?But Mikoyan rejected Castro?s pleas and cited a (nonexistent) Soviet law proscribing the transfer of nuclear weapons to third countries.

Castro had a suggestion: ?So you have a law that prohibits transfer of tactical nuclear weapons to other countries? It?s a pity. And when are you going to repeal that law?? Mikoyan was non-committal: ?We will see. It is our right [to do so].??
